Student Transcript System

DOE Planning, Analysis, and Information Resources – Student Transcript System The Louisiana Department of Education (LDE), in conjunction with the Louisiana Office of Student Financial Assistance (LOSFA) and the Louisiana Board of Regents (BoR), created the Student Transcript System (STS) that enables the school districts, along with charter schools, laboratory schools, and nonpublic schools, to transmit student transcript data. Other states have embarked on developing, implementing, and utilizing these types of systems, however, LDE has been able to develop and implement Louisiana’s system at a far lesser cost and in a shorter period of time. We have no doubt that this system will become a model for other states. Beginning with the graduates of 2002-2003, all schools were required to submit student transcript information electronically via STS. The data submitted in the 2002-2003 school year were used for determining TOPS eligibility and transcripts were submitted directly to LDE for retrieval by LOSFA. In addition to assisting in the determination of TOPS eligibility, the system will, effective with the 2003-2004 school year, provide an automated evaluation of the high school transcript to enable our four-year institutions to make fair, objective, consistent, and timely admissions decisions, based on Master Plan criteria. All postsecondary institutions will collect data elements necessary for reporting via SSPS for fall 2004. Effective with the 2003-2004 school year, LDE will collect STS data on all high school students (9th, 10th, 11th, and 12th graders). Schools will be required to submit transcript data on all students, whether or not they are eligible for TOPS. The transcript data will be submitted directly to LDE for retrieval by BoR. In Spring of 2004, BoR will begin working with the campuses to implement the interface by which the campuses will access the transcripts.
